FCA into Action:

How University of Miami Health Stabilized Old Infrastructure by Utilizing a Refurbishment Model

Many campuses rely on facility condition assessments to understand infrastructure risks, communicate needs, and generate additional funding for deferred maintenance, but often the FCA falls short of developing an execution strategy of feasible projects to draw down on deferred maintenance.  In this case study, hear how University of Miami Health took the next step by applying a refurbishment model to maximize their investment output and address more assets within their portfolio to stabilize MEP systems.  Through engineered assessments, Miami Health was able to reprioritize their deferred maintenance list and generate scopes of work that were based on operating performance rather than age of asset.  In one of their premier buildings, what started as a $13M line item in their deferred maintenance list for HVAC distribution turned into an AHU refurbishment plan at a fraction of the cost and time.

More recently, Erica has held the role as Infrastructure Director for a 10M GSF Healthcare system supporting capital planning & leading a team of project managers execute infrastructure projects. John is a managing director at The Halcyon Facilities Group providing FM solutions to clients across healthcare & higher education. John’s other work experience includes Vice President of Operations for Crothall Healthcare & held facility leadership roles at Virginia Commonwealth University, the NIH, & the US Navy. John led FM work forces >300 staff & operating budgets of >$130M. He is a registered Professional Engineer, received his MBA from GWU & his M.S./B.S. in Civil Engineering from the University of Akron.

Stephen C. Wooldridge, Ph.D., P.E.

Vice President & Chief Facilities Operations & Planning Officer

Steve is the Vice President & Chief Facilities Operations & Planning Officer for the University of Miami Health. Previously, he served as VP, Real Estate and Facilities for MedStar Health, a $6B healthcare system based in Columbia, MD.  He has enterprise-wide strategic and operational responsibility for managing the real estate services, design/construction, and facility operations for 10 hospital campuses and over 300 non-acute sites in Maryland, Washington, D.C., and Northern Virginia.

Steve joined MedStar Health following 23 years of military service.  His career is marked by progressive leadership roles in health facility planning and healthcare administration with key leader positions serving as the Deputy Director of Facilities, Defense Health Agency; Commander (CEO), US Army Health Facility Planning Agency; and Deputy Commander Administration (COO), 115th Combat Support Hospital in Iraq.  He served in a variety of other roles in health facility planning, design and construction, as well as executive positions in support of Army Medicine and the TRICARE health plan.   

Steve is a registered Professional Engineer, a Fellow in the Health Facilities Institute, a Fellow in the American College of Healthcare Executives, and a member of several executive and real estate boards.  He earned a PhD in Construction Engineering and Management from MIT focused on balancing capital and condition in developing infrastructure investment strategy.
